The New York State Library is part of the Office
of Cultural Education, within the New York State
Education Department. The Library has three major
components: The Research Library, The Talking Book
and Braille Library, and the Division of Library
Development. The Excelsior

The Talking Book and Braille Library serves people
in upstate New York who are blind or visually handicapped,
or who have a physical or learning disability that
prevents them from reading print books.
